On changes to the terms and conditions for the provision of communication services in the Russian Federation

Due to regulatory restrictions imposed by Russian government agencies, Russian cellular operators will introduce a mandatory 24-hour block on data and SMS services for all subscribers in roaming registered with Russian cellular operators' networks starting 6 October 2025.

 

The block is automatically applied from the moment of first registration on the network of Russian operators and remains effective for 24 hours, after which it is removed.

 

If there is no activity on the SIM card registered on the network within 3 days after the block is removed, block will be re-applied for a 24-hour period until activity occurs.

 

The restrictions do not affect voice services (fixed-line calls), which will be completely available regardless of data and SMS service blocking.

 

A1 was not informed of these changes in advance. We kindly ask all A1 subscribers travelling to or currently in Russia to bear in mind the restrictions imposed and to use Wi-Fi networks for data transfer whenever possible.

 

We apologise for any inconvenience caused by the restrictions imposed by Russian cellular operators.

We recommend selecting an operator manually, as according to our customers, if within the specified 24 hours after the first registration, the SIM card is registered on another operator's network, the 24-hour blocking period may start again.

 

We are currently negotiating with Russian operators to minimize the impact of the restrictions imposed on Belarusian subscribers.
