Detailed information
“SIMiD” is a unique service for providing an electronic digital signature (EDS) on SIM cards. The ability to use an electronic digital signature using a SIM card will provide mobility, simplify use, reduce the cost of storing and printing documents, and will allow you to sign documents anytime and anywhere. An electronic digital signature is used by individuals and legal entities as an analogue of a handwritten signature. Electronic documents signed with EDS and paper documents signed in own hand have equal legal force. EDS can be used to sign documents such as consignment notes, for “Client-Bank” systems, etc
16.89 rubles is the one-time fee for connecting/replacing a standard SIM card with a SIM card with SIMiD service support
1 ruble is the one-time fee for connecting/replacing a standard SIM card with a SIM card to gain access to the services of the mobile EDS infrastructure. Replacement at the indicated cost is possible no more than once in 24 months. If replacement is required more often, the cost will change in accordance with the company’s tariff.
The service is used on the following portals and interfaces:
1. Personal account of the Ministry of Taxes and Duties for individuals and individual entrepreneurs
2. Portal of the Social Protection Fund Submission of documents and obtaining results in the system of the Fund
3. Unified portal of electronic services portal.gov.by Ordering any electronic services on the Unified portal without a personal visit to departments
4. In banking systems:
- Bank Dabrabyt JSC;
- BPS-Sberbank JSC;
- Belinvestbank JSC;
- Technobank JSC.
5. Using a mobile device instead of a USB token when making payments through banking systems.
6. Personal account of the Interbank Identification System Login to the personal account of the Interbank Identification System to receive banking services through digital channels in any bank of the Republic of Belarus.

To use an electronic digital signature, you must have a SIM card that supports the SIMiD service and a certificate written on the SIM card.
A client – a legal entity or individual entrepreneur – can in advance fill in an application for replacement of a SIM card with a SIM card with an electronic digital signature (EDS).
It is necessary to familiarize yourself with the Regulations and the Policy on the use of certificates, issued by the Republican Certification Center** (hereinafter the RCC) on the RCC website.
In accordance with the price list of tariffs for electronic services provided by the Republican Unitary Enterprise “National Center for Electronic Services” (hereinafter referred to as RUE NCES), which is valid at the time of rendering the service, it is necessary to pay by invoice:
For a legal entity (PDF):
- For the issuance of an EDS-M certificate of a legal entity for 1 year
- For the issuance of an EDS-M certificate of a legal entity for 2 years
- For the issuance of an EDS-M certificate of a legal entity for 3 years
- For the issuance of an EDS-M certificate of a legal entity without the right to use the infrastructure for 2 years
For an individual (PDF):
- For the issuance of an EDS-M certificate for 1 year
- For the issuance of an EDS-M certificate for 2 years
- For the issuance of an EDS-M certificate for 3 years
- For the issuance of an EDS-M certificate of an individual without the right to use the infrastructure for 2 years
After paying for RUE NCES services for obtaining SIMiD and a certificate, the person who plans to use an electronic digital signature must personally arrive at the A1 digital services center at the address: Minsk, 36-2 Internatsionalnaya str., office 305 (entrance from the side of Oktyabrskaya square). Office hours: Mon-Thu: from 9:00 to 18:00, Fri: from 9:00 to 17:30, without a lunch break. Days off: Saturday, Sunday. Reception in the office 305 is carried out by appointment. To do this, just call the company contact center at 150 (the call is free and available from any network of the Republic of Belarus).
You can also get a SIM card with SIMiD service at regional sales and service centers. Further, with the SIM card and the necessary package of documents, you must contact the registration center at the following addresses:

Signing an electronic document is done using special SMS that accompany transactions with a personal key. The use of an electronic digital signature is possible only with the permission of the user, who must confirm consent by entering the EDS PIN code on the phone. As a result of performing all operations, an electronic document is formed that meets the requirements of the Law of the Republic of Belarus No. 113-З dated December 28, 2009 “On electronic documents and electronic digital signature”. Several SMS are used to sign one electronic document; their number is regulated by the number of requests coming from the resource used by the client.
If necessary, the user of the SIMiD service can connect an SMS id package with the included traffic to sign electronic documents:
- SMS id 100 package (includes 100 SMS)
- SMS id 200 package (includes 200 SMS)
- SMS id 500 package (includes 500 SMS)
- SMS id unlim package (includes unlimited SMS)
The package provision period is 30 days with subsequent automatic renewal. The cost of the package is debited at a time in full when you connect/change the package and then every 30 days. You can connect/deactivate/change the SIM "id XXXX" package in the following ways:
- USSD *200*1# call;
- Personal account (Subscriber and Administrator access level);
- on the basis of a client’s application sent to e-mail legal@a1.by or through the A1 public account in Viber;
- in A1 branded centers and the shops of the company’s official agents.
SIMiD service is not provided on TWIN cards. Available formats of SIM cards with EDS: standard, micro, nano SIM.
When replacing a SIM card with SIMiD support/re-registering a subscriber, the previous certificate is revoked. The owner needs to go through the registration procedure again with the issuance of a new electronic digital signature certificate.
SIMiD personal account is an online service that allows organizing work with electronic documents using the company’s SIMiD service.
The following service functionality is available to an authorized user:
- formation of an application based on the existing list of A1 templates;
- management of previously created PDF-files (import, deleting, viewing);
- signing PDF files with an electronic digital signature (hereinafter EDS);
- verification of the authenticity of PDF-files signed with an EDS.
An unauthorized user only has access to the functionality for verifying the authenticity of PDF-files signed with an EDS.
User authorization in the SIMiD personal account is performed on the server of the RUE National Center for Electronic Services using the SIMiD service.
The service Access to mobile EDS infrastructure services provides A1 subscribers with access to the infrastructure for using electronic digital signature certificates of the State System for Management of Public Keys for Electronic Digital Signatures Verification in the Republic of Belarus (StSMPK) “Issuance of an EDS-M certificate of a legal entity without the right to use the infrastructure for 2 years” and “Issuance of an EDS-M certificate of an individual without the right to use the infrastructure for 2 years”, as well as the possibility of issuing a certificate at a special cost.
The service includes:
- Unlimited binary SMS
- For legal entities, Issuance of an EDS-M certificate of a legal entity without the right to use the infrastructure for 2 years
- For individuals, Issuance of an EDS-M certificate of an individual without the right to use the infrastructure for 2 years
- Connection/replacement of a special SIM-card for 1 ruble
The cost of the service is written off daily in equal installments.
When connecting this service, it is necessary to select certificates when paying at RUE NCES:
- For legal entities, Issuance of an EDS-M certificate of a legal entity without the right to use the infrastructure for 2 years
- For individuals, Issuance of an EDS-M certificate of an individual without the right to use the infrastructure for 2 years
A client - legal entity or an individual entrepreneur can fill in an application for activation of the Access to mobile EDS infrastructure services with replacement of the SIM card in advance.
After the payment, the person who plans to use an electronic digital signature must personally arrive at the A1 digital services center at the address: Minsk, 36-2 Internatsionalnaya str., office 305 (reception in the by appointment at the number 150) with a document confirming payment for the service of issuing a certificate. In case of revocation of the certificate on the initiative of any of the parties or its expiration, the service is not automatically disabled. The client independently monitors the certificate validity period. If the certificate is revoked or expires and the client decides not to renew the certificate, the client shall independently fill out an application to deactivate the service. The application can be sent to e-mail legal@a1.by, via A1 Belarus community in Viber, or submitted at the company’s offices.
